The Social Security Administration wishes to inform all SS beneficiaries that Supplemental Benefits will be on “HOLD” effective this May 01, 2022. We ask each beneficiary to make sure that a reduction of supplemental benefit amounting to $100 to $150 from your monthly benefits did not affect your existing allotments to various payee. If your current allotments exceeds your monthly benefit without the supplemental benefit, the system will automatically apply deductions starting with lesser amount until the balance is no longer available for further allotment. Any remaining balance will automatically directed to your bank account and/or check. Therefore, please make sure that your allotments from SS benefits applied without issues or visit our SS Office to make necessary adjustments based on the change of your SS benefit.
The supplemental benefit “On Hold” will remain until the Social Security Administration establishes a sustainable funding source or policy that will enable the Fund to pay all SS beneficiaries their actual benefit including the supplemental benefits.
Beginning in FY 2022 (October 2021), an existing $50.00 supplemental benefit will become part of the benefit formula adding a total of $100 to your existing benefit, as authorized by RPPL 11-12 The Fiscal Year 2022 budget act which was signed into law on September 29, 2021.
This is an important announcement regarding approved referral cases to a hospital facility in the Republic of China (ROC) Taiwan. The Healthcare Fund (HCF) would like to advise the public that due to the strict measures set forth by Taiwan Centers for Disease Control (CDC), all of the hospital facility accepting medical referrals from Palau have designated a limited number of quarantine units for Palau patients.

The Healthcare Fund is advising the public that we will continue to cover for medical referrals to the Republic of China Taiwan. At this time, strict protocol measures are still in place for all international travelers to the ROC. The Central Epidemic Command Center (CECC) in Taiwan announced that international patients may seek medical treatment in Taiwan, except for non-urgent medical care including health check up and aesthic medicine.
The Social Security Supplemental Benefit (SB) started in Fiscal Year 2016 [October 1, 2015 to September 30, 2016], when the Republic of Palau passed the law, RPPL 9-46 namely ROP Fiscal Year 2016 Budget Act appropriating $1.9m funding to the ROP Social Security Administration to provide a $50 monthly supplemental benefit to all SS beneficiaries. The ROP Social Security Administration successfully implemented this new initiative under the law and indeed received the funding from the national treasury and disbursed the supplemental benefit to all beneficiaries in fiscal year 2016.
In Fiscal Year 2017 [October 1, 2016 to September 30, 2017], the ROP passed a law, RPPL 10-3 namely ROP Fiscal Year 2017 Budget Act appropriating $2.1m funding to the ROP Social Security Administration to continue providing a $50 monthly supplemental benefit to all SS beneficiaries. Again, The ROP Social Security Administration successfully implemented the law accordingly in fiscal year 2017.
In Fiscal Year 2018 [October 1, 2017 to September 30, 2018], the ROP passed a law, RPPL 10-12 namely ROP Fiscal Year 2018 Budget Act amending 41 PNC, the law that created ROP Social Security Administration as part of ensuring that the $50 monthly supplemental benefit to all SS beneficiaries continue without funding from ROP. The law increased the SS Employer and Employee contribution rate from 6% to 7%; removed the maximum remuneration threshold of $6,000 per quarter, meaning that all wages earned were to be taxed the SS rate of 7%; and established a new §765 Supplemental Benefit of $50 monthly. The ROP Social Security Administration successfully enhanced the systems and operations to ensure that SS’ defined benefit formula included the $50 supplemental benefit thereon.
In Fiscal Year 2019 [October 1, 2018 to September 30, 2019], the ROP passed a law, RPPL 10-21 to provide an increase of $50 monthly supplemental benefit to all SS beneficiaries with a funding of $2.1m. The ROP Social Security Administration successfully implemented the law accordingly with funding received from the National Treasury. The outcome is a total of $100 Supplemental Benefit to all SS beneficiaries with a $50 initial supplemental benefit coming from the SS Fund and the increase or additional $50 coming from the ROP. A combined total funding of the Supplemental Benefit is about $4.3m.
In Fiscal Year 2020 [October 1, 2019 to September 30, 2020], the ROP passed a law, RPPL 10-44 for funding of $2.1m to maintain the $50 monthly additional supplemental benefit to all SS beneficiaries. Further to this, RPPL 10-53 Supplemental 2020 Budget provides a funding of $660k to provide additional benefit to retirees and disabled beneficiaries who are citizens of Palau, FSM, and US effective April 1, 2020 to September 1, 2020. The ROP Social Security Administration has successfully enhanced the systems and operations to ensure that supplemental benefits continue in fiscal 2020 accordingly. A combined total funding of the Supplemental Benefit as of date is about $5m.
